An attic cannot exhaust what it never took in
Attic ventilation works as a pair: air enters low at the soffits and leaves high at the roof. Most attics fail on the intake side, not the exhaust side, and the usual causes are simple. Insulation was blown into the eaves and blocked the channel, or the soffit itself is damaged or was never vented. Adding roof vents to an attic with no intake does not fix it and can make the pressure balance worse. The intake is restored first, then the rest is assessed.

How do I know my soffits are blocked?
Blocked intake usually shows up as a hot attic in summer, frost in winter, or insulation packed tight against the eaves.
Is this the same as adding roof vents?
No, it is the opposite end of the path. Exhaust vents only move air if intake at the soffits can replace it.
Does insulation get in the way of the soffits?
Insulation does get in the way when it is blown into the eaves without baffles. Baffles hold the channel open so air can pass above the insulation.
