These show up in operation long before they show up in a report. The cause is usually in the assembly, not in how the space is being used.

It shows temperature, which is not the same as showing insulation

A thermal camera reads surface temperature. Read properly, and under the right conditions, that reveals missing insulation, thermal bridges and areas holding moisture. Read carelessly, it produces colourful images that mean nothing, because a warm surface can be a heat source, sunlight from an hour ago, or air movement. Conditions matter: a meaningful survey needs a temperature difference across the envelope, which is why timing is part of the scope and not an afterthought.

What does a thermal camera actually show?

Surface temperature. Missing insulation, air leaks and wet material show up because they change how warm or cool a surface is.

Does it see through walls?

No. A thermal camera reads the surface, which is why the conditions on the day matter as much as the camera.

When is the best time to do it?

When there is a real temperature difference between inside and outside. A mild day flattens the image and hides what we are looking for.
